Queensland Downstream Pty Ltd is an Australian-owned, Queensland-based business focused on the development of domestic petroleum processing capability for Australia's resource sector.
Australia imports approximately ninety per cent of its liquid fuel requirements. Of the four major refineries that once operated on Australian soil, only two remain. The structural vulnerability this creates — for industry, for the resource economy, for the country — is one of the defining challenges facing Australian energy policy this decade.
Queensland Downstream was founded on the conviction that this challenge requires domestic answers. The case for sovereign processing capability is no longer theoretical: it is a practical, commercial, and national interest priority.
Our work is to build that capability, methodically and at scale, in the resource heartland of Queensland.
Queensland Downstream was founded on a single conviction: that Australia's structural fuel import dependence is not an inevitable feature of how the country meets its energy needs — and that building domestic processing capability is the most direct response.
The business was started by an Australian operations professional with experience in heavy industry, regional resource sector operations, and the practical economics of moving product across remote Australia. The founding view is that downstream petroleum infrastructure for Australia needs to be built methodically, with discipline, and for the long horizon — not as a project but as a multi-decade contribution to Australia's resource economy.
Queensland Downstream Pty Ltd is structured from incorporation to admit commercial partners, capital investors, and advisory board members cleanly — without the friction of restructure, dilution disputes, or jurisdiction issues that can derail well-intentioned early-stage businesses at the point of first material capital.
Detailed governance information — including the founding ownership structure, the planned admission framework for equity and strategic partners, advisory board composition, and forward-looking governance arrangements — is shared with qualified counterparties, capital partners, and government stakeholders under confidentiality.
Formal advisor and board appointments will be announced as the business progresses.
Queensland Downstream is unambiguously Australian. Our ownership structure is held domestically, our people are based here, our supply chains are designed to be local, and our work serves the Australian resource economy first.
The choice of Queensland is deliberate. Queensland produces a substantial share of Australia's onshore conventional oil and is home to the country's most active onshore oil province. The state's resource economy, its industrial base, its infrastructure corridors, and its regulatory environment are the right context for building enduring downstream capability.
Sovereign fuel capability isn't a slogan. It's infrastructure, discipline, and time.— Queensland Downstream Position
