Queensland Downstream's approach to Health, Safety, and Environment is built on five principles that will be embedded into every aspect of operational design and execution as the business progresses.

Safe by Design

Safety considerations are designed into infrastructure, processes, and operating procedures from the earliest stages — not retrofitted.

Zero Harm Target

We aim for zero harm to people, communities, and the environments we operate within. This is the only acceptable target.

Compliance & Beyond

We operate to Australian standards and beyond. Regulatory compliance is the floor of our HSE practice, not the ceiling.

Open Reporting

We commit to transparent incident and near-miss reporting, and to learning from every event — ours and the industry's.

People First

The wellbeing of our people, our contractors, and the communities around our operations is the first consideration in every decision.

Continuous Improvement

HSE practice is iterative. We commit to continual learning, system improvement, and adoption of industry-leading practice.

Regulatory framework.

Queensland Downstream's operations are governed by a comprehensive Australian regulatory framework including the Work Health and Safety Act 2011 (Qld), the Petroleum and Gas (Production and Safety) Act 2004 (Qld), the Environmental Protection Act 1994 (Qld), and the National Environment Protection Measures (NEPM).

Detailed HSE policies, management systems, and operational procedures will be published in line with sector best practice as the business progresses.

The HSE principles published on this page describe Queensland Downstream's commitments and intended operating standards. Formal HSE policy documents, management system documentation, and operational procedures are in development and will be made available to counterparties, regulators, and stakeholders in due course.
